The translation problem is solvable from inside JCM
Five capabilities, five named adaptations. JCM does not have to invent a new operating model for Nigeria. It applies the Malawi model with a defined program of adjustments, each scoped to one functional area. The one capability JCM does not hold (Lagos local market knowledge) is the analytical reason the JV structure exists, and that acquisition is not optional. It is the foundation the operational adaptations sit on top of.
